i want to lay some tuf do i have to put top soil down 1st cos i can not get it flat

What is the problem in getting flat? If it is soil it will need digging or rotavating and then raking and firming several times.

Laying course sand and firming it will help to level the bed. Give the turf a smack with the back of a spade after laying.
