Are psychics allowed to purchase lottory tickets? If so, why are they still advertising..... they should all be rich!

The seller would have to prove that the buyer had psychic ability. No psychic has ever been able to prove their own powers, which is why the James Randi million dollar prize has never been won. So any psychic can buy and complete say 10 winning lottery tickets and win the prize. If that makes them too rich, I am sure that they can find lots of charities to give it to. But all psychics would then be expected to prove their abilty. But then many famous psychics predict that the prize will never be awarded, and they should know!
