Why cant I find a bank that will exchange Kuwait Dinar??

Have you tried a branch of a Kuwaiti bank. There will certainly be at least one branch in London. It is not economical for every bank to deal in every currency as far as selling/buying notes is concerned. This is an expensive business because of the manual effort involved.
