Have you considered renting privately? you can choose where you live and whatever your circumstances (working or DSS) you can still find a place
one other option is exchanging, sometimes your local neighbourhood office will have a list of people wishing to exchange or you can find some council exchange sites online
Keep complaining to the police and council about the anti social activities, if people complain they will try to do something about it

Hi fifi, what a horrible situation to be in.
You need to get in touch with your housing officer and the police again as you shouldn't have to live in such fear.
Ask the H.O. if you can be put in touch with a housing association and try to go from there. Your more likely to get the chance of moving that way rather than waiting for the council to move you.
Good luck xx

you would be much better off tackling the anti-social behaviour than holding out for a move for several reasons
1) unlikely anyone will want to swap if there are the problems you are describing (unless you want to swap for something less nice, or for example a one bedroomed place)
2) ground floor properties are usually given to people in real need - ie people who cant walk, kids in wheelchairs etc, not people who just worry about getting out in a fire
3) if you got moved, who is to say that the problems in the new place would not be the same or worse than you have now?
