Let's try an analogy. I'm currently job-hunting and I see loads of jobs advertised for an 'administrator'. When I look at the details one company will want an 'administrator' to do mainly typing. Another will want an 'administrator' to do general office duties. A third organisation will seek an 'administrator' to take a senior role in running a major international company. Yet another 'administrator' job will turn out to be nothing more than selling double-glazing over the phone. i.e, there's no single definition of what an 'administrator' is. Similarly, there's no single definition of what a 'community support worker' does. Different organisations will use the job title to mean different things.
If the job is advertised by a mental health charity, the role might be similar to that described here:

This job description also requires the worker to undertake 'sleeping duties':

Elsewhere it could mean developing local self-help projects overseas:

. . or working in the field of domestic violence:

. . . or supporting the integration of deaf people into their local communities:

Those are just a few examples of what the job title might encompass. There will be thousands more.
