I am quite fair as well- blonde, blue eyes, but i do tan if i take it easy and dont burn.
A few years ago i tried taking Imedeen tanning supplements for 3 weeks before i went. They increase the production of melanin in your body, so it will tan quicker when your skin gets some sun.
It was one of the best tans i have had, and i didnt burn at all. The tablets arent these horrible carotene ones that dye your skin orange and are quite safe.
You will still need to use decent factor sunscreen, and take it easily building up. But they should help. You can buy them at boots- look for the 3for 2 offer. They arent cheap but i felt, worth the money.
Avoid sunbeds. They f*ck up your skin!

I am a blue eyed blonde and burn easily. I always use Avon SPF15 for the 1st week or so and then SPF8 afterwards. Don't be tempted to spend too long in the sun, you will just burn and peel, not a pretty sight.
Do it gradually and your skin will change colour and not burn. Any tan is better than burning.
Aloe vera (97% or higher) applied after showering will help to maintain your colour.
