I parked in an Urban Clearway (8 - 9.30 / 4.30 - 6.30) outside of the two specified times on a single yellow line - how come I got a parking ticket for parking illegally ? In all honesty there was a smaller sign on top of a pole that conflicted with that (no parking 8 -6pm) but as I said it was an Urban Clearway.
If a road is designated as a 'clearway' (urban or otherwise), it means that STOPPING (as well as parking) is prohibited. Simply dropping someone off, or stopping to pick someone up, renders the driver liable to receive a 'ticket'.
So the signs that you saw were not in conflict with each other. Parking is prohibited from 0800 to 1800, but stopping is only prohibited during the morning and evening peak traffic periods.
