I think AlBags is correct regarding manufacturing costs.
The oven part of the cooker has its own safety cut-off device. This is the f.f.d. -- flame failure device.
This is the device that will not allow full gas flow to the oven burner until the probe from the f.f.d. has been heated up by the small amount of gas coming through the bypass.
Some manufacturers also incorporate a safety device to the grill. This works on the same principle as the the hob lid. i.e. if the grill door is closed, it closes a valve on the gas supply to the grill.

I just thought it odd to have a cover to guard against the gas to the hob being accidentally turned on without the flame coming on , but the same protection isn't there for the oven/grill knobs
the idea of the safety valve in the gas lid is to prevent someone shutting the lid with the gas rings still burning thus heating the glass lid to the point where it could explode and shower the kitchen in glass, it is not to prevent accidental turn on of the gas.

from may this yr all new cookers have to have flame surpervison devices (thermocouples) fitted to every burner to prevent accidental turn on of the gas (this is already the law for cookers installed in flats as of jan 2009)
