Job application letter

I am applying for a job by letter but there isn't a particular person to the the letter to, how should I start the letter.....personnel? dear sir or madam? to whom it may concern?

I always addressed the letters ' Dear Sir/Madam' and that should suffice

I would address the letter to the Head of Personnel, at whatever company, and then it would be "Dear Sir/Madam" and "Yours faithfully".
