in Europe i believe the cold fill only machines do exist and have used a liquid wash solution that's designed for cold water for years,
in the 70s there was a washing liquid you could by here for cold water use which i used to buy and it did the job very well but its disappearance i was told had something to do with P&G,
it was called "cool force" made in Tyneside and was available from Boots

Some of us that don't use much hot water from a conventional cylinder, but use central heating system to heat the water, want to be able to use a hot fill to the washing machine. This also saves the cost of electrical energy heating up several litres of cold water in the machine to maybe 30 deg C... or even 60.
I thinkone of the reasons washing machine manufacturers embrace the development of cold/warm wash technology is that it can develop machines that are much cheaper to manufacture & complete a wash cycle quicker .. they can sell at same price and make more money per unit.
Dyson did the same with all plastic cyclone technology vacuum cleaners .. and was followed by everyone copying the technology. They are dirt cheap to make .. just a load of plastic castings.
Clever marketing technology helps them sell for 3x what they should sell at.
