It mainly affects people who changed jobs or whose circumstances changed meaning that they ought to have been placed in a different code........
The were taxed according to a previous or incorrect code, so everything would have matched; wage slips and P60.
I think it is more likely to be wrong if you have changed enployers during the last few years, particularly where you have changed frequently and maybe had the odd gap etc. Those woho have a standard tax code and have remained with the same employer are likely to be okay as far as I can make out.

As your employers deduct the tax from your earnings, HMRC (by use of tax code, etc) tell them how much they expect to receive each week from *you*, Hopkirk.
Every year as allowances alter, so does the tax code..........
