In theory, you can adjust the image size to whatever you want on Photoshop (I don't know Irfanview) and save it, and that's what you get when you print it out. I've nto had trouble doing so.
Also use the 'print preview' function if you've got one before printing, to see how it will look.

I assume that in IrfanView you chose Print and then selected Custom to enter your 5x7.
If you are using a normally setup UK computer that will be 5 x 7 centimetres, which is of course 2 x 2.8 inches.
You don't say what size paper you are using. If you are actually using 5 x 7 paper, first click the printer setup button and choose the correct size and orientation of paper. Next, select Best fir to page (aspect ratio).
If you are using another paper size, select custom, make sure that Aspect Ratio is checked and type in either the width or height in centimetres. You can see the effect this will have by looking at the preview which is built in to the print screen. Also if you look at the bottom right you will see the selected size shown in both centimetres and inches.

Well, I tried before, so I'll try again!
It seems that something in your printer's driver settings must be over-riding the information sent by Irfanview (or by any other program).
If you're using 5 by 7 paper and you want to fill it, try this:
Open your picture in Irfanview.
Go to File>Print.
Click on 'Preferences'
What you see at that stage will depend upon your printer driver (which supplies the information) but there's probably a tab for something like 'Page Setup'. You should then find a drop-down menu (or similar) which allows you to select 'Fit-to-page printing'. (Also check that the page size is correctly shown, as is the type of paper and desired quality). Click 'OK'.
