The thing it that people who are always late seem to think that because that's the norm for them then it's ok. I've heard quite a few say "oh you know what I'm like, I'm always late" and it bugs me so much. I bet if I called and told them I had 50k for them which they needed to pick up at 3pm exactly, they would be there ready and waiting.
What annoys me at work is people who are late for meetings (for whatever reason). If it's me (cos the train's late, e.g.), I just sidle into the room and try to pick up as quickly as possible. Others burst in, saying "oh gosh you should see the traffic" blah blah, disrupting what's going on, as if we really want to know, particularly if someone's been in mid-flow. Late = slide in, please!
As a youngster I went for a job interview turning up at 8.55 for a 9am appointment The Managing Director came out of his office and told me to leave as I was 5 minutes early, telling me to come back at 9am prompt. I left and never went back. I am a stickler for timekeeping and still am. I could never work for someone like him.
I went for a heart check at the hospital last Friday. I was 15 minutes early, but wasn't seen for an hour after my appointment time. I could have got annoyed, but didn't really mind, as I got chatting to a very nice lady/patient who worked at a local hospice. It put things into perspective somewhat!
