If I have a phone number, is there anyway to find out the name of the person to whom it belongs? (other then ringing it)

The Data Protection Act prevents anyone from offering a 'reverse look-up' facility for phone numbers. As Buddha01 says, there used to be a CD-Rom which had this facility but it's no longer obtainable. (Remember, as well that 60% of all home phone numbers are ex-directory, so, even if you could get hold of an old copy of the CD-Rom - which cost several hundred pounds, by the way - the number would probably be unlisted).
