Aid to Libya

Why are we giving aid to Libya when it has no national debt. Why can't it be a loan? The conflict has already costs us a £bn, why can't they pay us for liberating their country? It cant be contracts for oil,etc, as other countries have got there first.

They possible don't want to pay, coz they never really asked for our help.
