If I start making knitted childrens toys, what is the accepted material for stuffing the toy with?

It doesn't keep its loft and the tiny fibres can be inhaled by small children...its also a devil if you have breathing problems. It goes into a horrid claggy mess if wetted and is very hard to recover. I know that knitted toys are unlikely to be washed but accidents do happen with children's toys. Synthetic stuffing is more durable and cleaner to use, it will stand a wetting and is cheaper as well
