Dog Rose

It's not long since I moved into a property and I have a hedge made out of Dog Rose ( so someone as told me but to me it's just prickly ad old ) I just wan to know how to kill it off as I am putting a fence in it's place, also there is some pampas type stuff that as really deep roots again is there any lasting way to get rid of it. why would you want to get rid of a natural rose hedge? It provides much better protection than a fence and looks so much better!
