Sadly, I agree with the advice that the money will have to be written off because even if you find the person she is possibly least likely to pay up. We have rented property for decades and have had perhaps three notable examples of default and damage (plus lots and lots of cleaning issues) in our time. The first was while we had an agent looking after matters - I found it easy to locate the ex-tenant and he paid in instalments (we have never used an agent since). The other two basically stuck up two fingers, both were still in the local area - we wrote it off to experience. There is no avoiding the fact that there are A-holes around us and all we can do is try to avoid having anything to do with them. I do see the point of tagging them with a judgement for the benefit of other landlords, but the cost would be yours. The experience of these things is very unpleasant to anyone who has made an effort to be straight forward with someone face-to-face (not unlike discovering you have been burgled), but these people have very limited guilt of conscience, if any.
