Had email from paypal saying it will take my card. Thee language is not good, not quite pigeon english but not strange. I thought it just wanted me to change password, but it goes on to ask for all my details including card numbers etc.
I know they have had problems and are freezing some cards. How do I know it's not some wrong'un who has jumped on the band wagon?

This is the first page. I did click onto the next page, I had to update security questions, then the language changed to french and a mixture of French and english.

I did click on it but stopped short of giving all my info away, that's when I started to feel uneasy.
i agree i have had hundreds of "service@paypal" they are phishing
