That was easy enough I have just applied for the NHIC card online. No photo ID just NI no. w much is that worth.

Your link states that "Co-payments " have stopped.
My idea of co-payments, which may be wrong, is those "extra bits" that you have to pay on top of the free main treatment and that one can still claim all the fees from the NHS except, the co-payments, which may be minimal.

Have i got it wrong?

An investigation by the Daily Mail found people who had never worked in Britain were able to obtain a free EHIC card in the UK, the paper says.

Health services abroad were then able to claim back the costs of their treatment from the UK authorities.


If someone has your NIno they can easily apply for a card in YOUR name.
Nevertheless, I wait to see all the evidence. If there is any fraud, it is likely a mere drop in the ocean compared to the £20 billion black hole in the NHS funding, and would not impact on services.

If they are getting treated abroad, surely they are easing the pressure on the NHS rather than adding to waiting lists here.

But it is a waste of money and the loophole should be closed.
