TV License

I own a television, but only use it to watch pre-recorded DVD's and Videos. I therefore do not have a TV License. By not owning a TV License am I allowed to listen to the BBC radio channels?

Help with Upgrade from windows 98 to 98SE

I'm trying to upgrade my daughters computer from Windows 98 to 98SE. Windows 98SE will not install over 98. Do I need wipe the hard drive clean, and start from windows 98SE? Thanks.
