Since having an operation on my broken ankle I have been unable to walk far and I am applying for a blue disabled car badge. . I get pain and my foot does not bend as it should so I can only walk slowly with the aid of a stick. I struggle to get out of a car.but the questions in the app lication only ask about severe discomfort. Can anyone tell how to answer (what is severe discomfort) my problem is that I can no longer walk properly

if you want to get it, put "yes" you have severe discomfort
as bednobs said^^^ assuming its true.
You sound like you need one. Say that you get severe discomfort, as you do, if you have to walk far. Without the blue badge you would have to walk from car parks and that will cause you pain. By being able to park closer to shops etc you will be in less pain. So definitely- say yes.
you should list your worst case scenario, so assess it as you on a very bad day.
As I have found out to my cost with these forms (different forms, but same aim - to get something you feel you need) don't be too honest. You do yourself no favours in the end.
Don't mention good days...as Cazz said do it as if every day is your worst possible day...for extreme discomfort add severe pain in the additional info box, and as is likely you cannot walk any distance without severe pain do not say you can walk even 50 yards without adding this to the info box.
