The advice was to insist on going halves at least on the second date. Maybe he thinks you expect him to pay every time he asks about a date and can't afford it.

You could suggest a meet up somewhere and absolutely pay your own way if you go out together.

The fact that you have told him you are off for whole week from 5th May and also told him you owe him a date, yet he still not trying to arrange a meet up, suggests he has gone off the idea or at least cooled towards you. Only you can be one to realy gauge this from your discussions or messages, but usually people can't wait to get together when they really like each other. Keep your options open by chatting to other guys.
