Washing tabs

How come, if washing tabs (the little plastic pouches of washing liquid we use in washing machines) dissolve in water, they don't dissolve from the washing liquid inside them? Can we assume the washing liquid isn't water based? Is that why it doesn't rinse out properly?

I think they need warm water to dissolve.
