Brussel Sprouts Going To Seed ?.

I'm growing a few sprouts for the winter and I've noticed that they're starting to produce unusual shoots from where the sprouts normally come from (ie between the main stem and the leaf). They look like young broccoli, is this a sign that they're going to seed. Thank you.

If the sprouts have failed, which could be due to the heat, the tops are edible and good
