Is it necessary to use a solicitor to draw up a Power of Attorney for property and financial purposes, and does it need a solicitor to register the POA with the court

Nope, you can do it online throught the gov.uk site.

a solicitor might be cheaper than £110 though, just for a signature
The fee has to be paid to the Court of Protection, whoever draws up the LPA. If you go to a Solicitor you will have his fees on top. If you download and print the forms off they will come with explanatory notes to help you.
or her ubasses (:))
you can't submit it online BTW
I gained two POA earlier this year. The website is easy to follow and the instructions are also clear. It is rather like filling in a passport application form whereby you have to fill in & sign in the appropriate places and get signatures to witness etc. Very easy & stress free
No and No. I did LPA for my Mum on the Office Of The Public Guardian website. It cost me £1.73 (for the postage). You can apply for it and then register it whenever you want. If you register it straight away, it will take about 8+ weeks. My Mum died before the LPA became active so it was a good job that I didn`t pay a solicitor £800+ to do it. You can fill all of the forms in online (and save them so that you can come back to them later). They will send you the forms via the mail if you don`t want to complete them online but it takes about 4 weeks for them to arrive.
ps, if the [erson who want to give the POA is on certain benefits, it's free to register
