How Would You Handle This Scenario.

This is a true event that happened in the 70s.
You are a Constable walking your beat when you are directed by your station officer via telephone to a nearby building site where the foreman has reported a disturbance. You have no radio in those days.
On attending the site gate you are met by the foreman who informs you that two of his contractors have discovered a subbie has possession of a quantity of their tools which went missing a few weeks previously when the subbie was last on site.
In case anyone is unaware it is a heinous crime within the building trade to steal the tools of a man's trade. Even bailiffs are forbidden by law to confiscate a man's chattels or tools of a artisans trade.
You inform the foreman you will take a short walk around the block and return in five minutes.
On returning you are directed and accompanied by the foreman to the roof of the multi storey car park under construction. There are three men. Two looking a little sheepish on your arrival and one slightly bruised with a nose bleed.
We have an allegation of theft and an obvious assault in this scenario.
You do not have all day or the luxury of sitting by your computer to make your decision and ponder your course of action.
How would you deal with it? Feel free to ask pertinent questions relating to the scenario and I will tell how it was dealt with later

retro, this reminds me of the wisdom of Soloman! Taking 5 minutes out means you let the 3 who are aggrieved have time to re-consider their present positions. I would report that the man with the bloodied nose had obviously slipped and fell from the roof of the multi storey car park and the two others were seen to be helping him and there is no crime to report in.
NFA retro, it's all been sorted.
Today, they'd probably ask the tea leaf what his preferred pronoun is and send for a counsellor with LGBT/TG training to asses the guy. The other two they'd prosecute for attempted murder and send them to room 101.

I'd like to know why the subbie wasn't sacked on the spot and why the foreman felt the need to involve plod.
I would stop reading fairy tales for kids,

The need to involve plod was because there was an allegation of Theft which was substantiated at the scene. The foreman also realised there would likely to be repercussions
There are three answers to this:

1. what you should do (in the 70s)
2. what you probably would do (in the 70s)
3. what you would do these days with CCTV, cameras on phones etc.

Since this piffle was supposed to be for Retro to prove how wonderful he was / is, and how useless I would have been, I am happy to respond - I would have burst into tears and run home to Mummy.

Looking forward to the legion of 'adjudicators' that Retro seems to believe are ready and waiting to pass judgement.

You really can't help yourself. Constantly snapping and goading and hell bent on causing dissent and disruption on pretty much every where you go. You have already today attracted much ridicule and opprobrium and I note also your emotional and mental state was questioned. You didn't have the cajones to accept my invitation last night and you are not invited now. I note that your use of ' accuracy and brevity' was another instruction in the Policeman's IB The full instruction was to use Accuracy,Brevity and Speed when communicating via radio or telephone.
