80's / 90's Sci-fi film

I am looking for the name of an 80's / 90's Sci-fi film(or possibly TV program) in which a baby is sitting in front of a TV and within seconds the baby turns into a fully grown man. Any ideas?

My vote is for "Starman": it's fairly near the beginning of the movie (though it could be "S&S" too). Both "Starman" and "Sapphire and Steel" are on DVD.
