In this case the Grandmother will only be 58, and the Grandfather 73, when the boy reaches 18.
That is not old by today's standards.

Okay - going back to your original question: shouldn't relatives be given the right to adopt family members...yes - unless the adoption agency discovers something about them that rules them out.
If the agency ruled that the mother's drug dependency and/or ongoing contact could endanger the children, then close family adoption would not make sense.
