absolutely take ratter's earlier point about environment and training, so
why anybody in their right mind -licenced or not - wants to keep five bull mastiffs and staffies in what looks to be a terraced house in the middle of a city is completely beyond me

A meat pie could certainly trigger something. All it takes is one dog to go for it and the others could 'pack' leading to this dreadful result.
Not sure what the answer is, but we do need to avoid knee jerk reactions that will penalize the normal law biding and do nothing to address the real problem.
I too wondered why so many dogs in a small area, mastiffs are large dogs and need space.

ummmm, Staffies are known as Nanny dogs because of their nature, we have had staffies in this country since the year dot! the problem is the people who are rearing the dogs, they love the tough image and encourage the wrong type of behaviours from the dogs. I was only in the pet shop yesterday and noticed a dogs lead labelled "Bull Terrier lead" it was a heavy duty lead covered in brass studs and made from thick heavy duty leather with big heavy fittings, all made to give the appearance of "MACHO" my dogs weigh about 11 stone each, they are on perfectly normal leads!
