Giving a promise may encourage someone to expect. Encouraging someone to expect or worse finding someone expecting without a valid reason to do so, is not promising. You can't go the other way since a description may describe many things but it doesn't make the many things synonymous.

It will promise a reduction in migration between EU countries and other benefits.
The New Conservative will be a Remainer
They will NOT invoke article 50.
The New Deal will be revealed before the Party Conferences.
An October General Election will be won by the Conservatives.
The Conservatives, Labour and LibDems will go into the Election on accepting the New Deal to stay in the EU.
After their election, the NEW DEAL will be accepted.

I think most people have been caught out by the events of the last week. Yesterday plenty here were confidently predicting that Boris would be the next PM. Last week some, or even most, Brexit supporters here expected to lose (or thought it quite likely).

Right now all bets are off. It's kind of fascinating to watch, in a way.

I hear what you are saying, OG, and don’t disagree, but we are in semantic territory here and getting away from the point. There are many ways to encourage someone to believe something will happen without using the word ‘promise’. Perhaps I didn’t put that across as well as I should have.

Shortly before polling date I predicted Leave would win but by a smaller margin.
