So with WW3 to be soon upon us then what areas of the world will be the most effective? I can imagine a nuclear war head on some cities in the UK and America as well as Russia. But will there be any safe areas? Possibly not. Mass Civilian casualties are inevitable.

The Tokyo region has something like 35 million people so that would be a popular target, so I'd give it a miss. Hitting London (about 14 million) would wipe out a lot of bankers and everyone would have to revert to barter. LA has about 13 million and is home to the giant Hollywood propaganda machine, so it wouldn't be a bad idea to nuke them. Avoid conurbations, therefore.
People at the end of The Chrysalids headed for Sealand, which agrees with belladonner's suggestion. Otherwise further out in mid-Pacific - Tahiti, Fiji or Hawaii perhaps. You might get tired of drinking mai tais, though.

I love the Chrysalids. It is my all time favourite book.
If I had my hand on the button and we were going for total annihilation I would make sure I had enough nukes left over or in fact start with a couple of the food production land areas.
Get the big populated cities, cities and enclaves of national defence/importance and dot a few spares about the country to *** up food production as much as I could. No crops, no livestock.

Speaking respectfully it does make me slightly concerned and the people who are in denial here about what is happening. I can Only feel great anxiety about when their perfect life comes shattering down around them. At least the people in denial have a care free worry free life. I guess that's how they develop strong opinions because their though processes are so much more simple as the options to consider are pretty straight forward. It when it comes to helping people in a nuclear fallout then they will be the first running about panicking screening for help.
I rather agree that we are only a couple of errors away from WW3. Don't think anywhere will be particularly safe, NZ possibly best option. BUT, WW3 does not have to go nuclear - that risk comes from places like N. Korea.
Russia is sabre-rattling and has already expanded it's borders with little reaction from the West. Putin is determined to regain Russia's old, Imperial borders. This reminds both me and OH of historical build-ups to war. We must keep our fingers crossed.
