I'm very torn about this - at 15 she was still a child who are prone to flights of fancy (heck I wanted to run away and join the circus at 15) and if she showed that she regretted joining the terrorist group then yes with supervision she should be allowed back.
BUT, she has not shown she regrets her actions so I am afraid she should stay where she is.
