As I advised on an earlier thread, there is clearly a difference in terms of what the word 'co-operation' means when spoken by the palace, and by the FBI.
The palace thinks its a statement, which they will write and have cross-checked from here to wazoo, and the FBI thinks it is being interviewed under oath.
Having observed how a British journalist gently gave Andrew enough rope and simply let him go ahead and hang himself, you can understand that the palace will not want him in any situation where he can say anything that they have not agreed first.
Which basically means anything at all that would come out of his mouth, because he clearly lacks the intelligence and common sense to think first and speak afterwards, a skill he has never needed and clearly does not possess.

I agree he will not be arrested, but that is because he is royalty - there is no quid pro quo in the legal system, at least not for the two cases that some people appear to link together.

I don't believe Andrew will ever give evidence in person, unless compelling and irrefutable evidence is brought out, and that is unlikely, but that said, not impossible.

Andrew does not live in the real world, never has, and never will, and I would be seriously surprised if the FBI get hold of him, or if he ever sets foot in the US for the rest of his days.

The world is full of doting mothers with a galaxy-sized blind spot when it comes to being honest about exactly what sort of person their son (and it is always a son!) is.

It will be difficult, and I am sure Andrew's lawyers will offer this as a persuasive argument why he canot give evidence in person.

You are, quite reasonably, assuming a level of intelligence and simply adult maturity that means that Andrew is capable of looking ahead and seeing something that is not going to go his way.
Based on an entire lifetime where that sort of self-awareness has never been remotely evident, let alone called on, I imagine he is waiting for 'someone else' to fix it, because 'someone else' always has, and he has no reason to think that 'someone else' won't do the same here, and he has nothing to think about - which is just as well, thinking is not in his remit!
