I think not. What you’re saying makes no sense whatsoever. He was hated by his enemies - absolutely hated - in fact it seemed the world hated him - so you can bet your boots if there had been a way to bring him down and send him to prison - where people who incite riots invariably end up - it would have been done.

there is still a chance that he could be charged. But given his status and the violence of his followers there are strong political disincentives... in the meantime the rest of us can just look at the evidence that has been made public... and I'm afraid it is pretty obvious if you'd care to look....
Get a grip.
It's not so straightforward punishing someone for inciting a riot when it's the President. And if he'd succeeded, he'd have pardoned himself.
