TCL,
// That means the local party's decision doesn't affect him. //
Chicken or Egg.
Last week Hancock said he was going back to being a Tory MP, and standing at the election.
His Constituency Party have being trying to disown him and this week said they want to de-select him.
Today Hancock refuses the whip and says he is staying as an independent. Of course the local party’s has affected his decision.
I assumed he was just "reading the room", TCL, though I have seen some suggestion that ordinary local party members want him to stay. Always keep ahold of nurse for fear of finding something worse, I suppose.
