It already is law in Scotland (leaving aside the lanyards). The problem is that if anyone claims exemption, staff in shops or on public transport are not entitled to question why and the person claiming exemption does not have to prove it. Lanyards are a complete irrelevance. You can buy them on e-Bay and Amazon and they have no more authority than saying “I’m exempt.”
