It would appear so
Criminal in the past or not. He was still murdered .
Does that mean his death should be commemorated in Norwich? I imagine there are far more worthy citizens of Norwich who may deserve that honour.

It's not just about him though. The police officers wouldn't have known his criminal history. What they did was brutal and it's a fact that had he been white it was very unlikely to have happened.
I don’t approve of any violence webbo. I don’t believe in murder either .
George Floyd's last arrest was 2009. He moved to Minneapolis leading a crime free life. He had in total 5 arrests during his lifetime.
Yes he was on the same level as the Krays!!
It's not just marking the death of Floyd:

"...George Floyd, and in remembrance of all black lives lost in the aftermath."

of course, you could just focus on the one person for additional outrage value.
Except he didn't murder people.
Have Norwich City Council never paid any tribute to anyone or any cause in the past?

If this is the first ever time then I can understand people's puzzlement but I doubt it is.
