councils and council meetings arent all about money and spending other peoples
( and council would be far better run if they did - I added that bit)

look can we accept that if you tax income
it taxes the richer ( but not very rich)
and if you tax consumption ( VAT etc Poll tax) then you hit the poorest and least able to pay - because there are more of them

It was fair (well fairer than now) because each person paid the same regardless of the size of their house. It was also fair because not only home owners paid it. It some cases it meant paying more, for example it was double what I was paying in rates but I understood the inherent flaw in the rates and now the "Council Tax". Personally I'd abolish the whole lot, councils and their funding and do it all from central funds but that's another subject.
