If someone doesn't pay Council Tax because they are in receipt of certain benefits for example, there is an underlying liability to pay it still.
If their circumstances changed and the benefit stopped, the rate of payable Council Tax would be looked at again.
It's the liability that is considered for the £150 payment, not whether it's actually being paid or no.

The Community Charge was by far the fairest system.
As it stands a couple with kids, one of whom may not work, could be paying the same as their next door neighbour who may have six working adults living there. Please, can somebody explain to me, how Council Tax is a better/fairer system than each adult having to contribute?

If your house is above Band D, you don't get the £150 rebate. And before somebody suggests it, just because you are in a bigger house etc, you are not necessarily particularly well off - a couple of pensioners, for example, whose family has moved on.
The idea of everbody pays their share is great, provided that is linked to ability to pay, and neither poll tax or council tax, or the old rates system really did that.

You vote Tory because they are the ones who will always look after your interests given your income must be fairly decent if what you say you do for a living is true. And, before you jump in all guns blazing, i'm not suggesting it isn't true.
