Will it boot into safe mode ?
Failing that will it go into the CMOS menu and give you further options ? Maybe a reinstall from hidden partitions ?

did what u said no luck
Not sure what you mean by downloading system restore.

Were you doing a system restore?

Did you put the battery back in? If so try what was suggested earlier, but don't put the battery back in - just plug in the charger.

Also, post the make and model of computer, as there may be a solution specific to that particular computer.

The link from Hans works fine for me, henry. You may want to try it again

ta hans
what exactly should i type in the box
i typed tag no luck
OK. As you have been unlucky with the 'Service Tag' I suggest that you type into the box the Product ID, which is normally located on the back or bottom of Dell laptops.

With a bit of luck and help from all others who are posting in this thread, I think we'll make progress to resolving your problem.

Hans.
Found this for other Dells - some of which you've maybe tried, but if so do exactly what it says:

***********
You may try removing the battery and turning on the system with only the adapter connected.

Also, try running the diagnostics by following the steps below:

Disconnect the battery from the system, hold down the power button and connect the AC adapter with the power button pressed to see if the diagnostics begin.

***********

I would suggest you to drain the residual power from the laptop:

Disconnect any external peripherals (flash drives, printers, external hard drives) from the computer.
Remove the adapter and then the battery.
Press and hold the power button for 10-15 seconds.
After draining the residual power, try reseating the memory and see if the system is able to boot.

Will keep looking

11. The Computer Fails to Start or There is No Video

If you experience a situation in which the computer does not start at all or if it does turn on (lights turn on and fans are spinning), but the computer does not show any image, perform the following steps.
Disconnect all external peripherals including the keyboard, mouse, and external monitor. Peripherals also include external storage devices such as flash drives, USB devices, printers, cards etc.
Remove the A/C adapter from the computer and unplug the adapter from the A/C outlet.
Remove the battery, for more information on how to remove the battery, browse to the Inspiron 17 (5759) Online Manual Page, click PDF next to Service Manual.
Press the Power button for 15 seconds.
Make sure the connections on the power cord and A/C adapter are firmly pressed together.
Insert the A/C into the computer and a good A/C outlet.
Press the power button to see if the computer turns on and boots up ok, if not, refer to Dell Knowledge Base article Computer Does Not Turn on, or is Stuck on the Dell Logo Screen.
Turn the computer off and insert the battery back into the computer.
Press the power button to see if the computer turns on and boots up ok, if not, refer to Dell Knowledge Base article Check the Battery.
Start attaching devices one at a time and testing to see if the computer will turn on.
