All you'd need to do is plug an aerial into it, then install the relevant software/drivers which if you haven't got you will most likely be able to download from the website of your card manufacturer. I used to have a Hauppauge Win TV Theatre card, but the software was so unstable under Windows ME (which i was daft enough to be using as my OS at the time) that i gave it away to a friend.
The aerial socket might just be an output to the TV and not and input as the Hauppauge and ATI cards have.
A lot of them have TV out now, but very few have TV in.
If all the software was installed for the card, then there might be a "watch TV" option somewhere, if you can find one then plug in an aerial and see what happens.
You might still need to get a new card if you can't do this.
Do you know what video card is in there ?
