Addicts, and that is what this is supposed to be aimed at, will find ways to get alcohol be it stealing to pay for it or drinking meths (far more harmful to them)
If it is aimed at the poor alcoholic with a home then I am sure many will simply turn to brewing their own. It is very easy and very passable these days.
So no one wins, it is simply State control for controls sake. Typical of the left wing.

Great words from Dougie .. but surely raising the price of drink is discrimination against the English, because if they want cheap drink, they have to cross the channel and buy a vanload to wipe out the cost of the ferry, while taking the chance of having to whole lot confiscated, should you go a bottle over your personal allowance.
Whereas in Scotland they will now be able to just scoot over the border, fill a tanker full of cheap drink and return with no declaration to be made at customs.
The M74 will need to be extended to Carlisle, two more lanes will need to be added to ease from the congestion due the increase in smuggling. Foundation are being poured for hypermarkets to house the cheap drink in Carlisle ... I think it will kickstart the Scottish economy !
