No, I have never heard of that being the case.  Everyone should use sunscreen although it is especially important for people who have already had skin cancer.  Really, people who have had skin cancer should cover up completely and stay completely out of the sun.  I think that cancer associations would say that providing bulk sunscreen on prescription would mean that ex- skin cancer sufferers would be more tempted to go out in the sun.  Plus you can already get really cheap sunscreen from places like tesco, so there'd have to be a big old bottle to make it worth spending 6.50 for a prescription of it!

People who genuinely can't afford sunscreen, should just use the best sunscreens of all, clothes and shade!
