It seems that the family of a gangster who was lawfully killed by the police is to now ask them to help shape recommendations on police firearms procedure.

With such sympathetic offerings as this, it would seem that if a judicial ruling on this case is granted, there is only one way it will go.
Stand by for a sacrificial scrape-goat, along with a huge payout of taxpayers money in compensation.

The family will learn a lot about the realities of policing and how difficult it is to make a split second life and death decision. They may realise how easily this could have gone the other way and resulted in a dead police officer.
I know the area well, I used to work in Tottenham very near where this happened, even then back in the 1980's a part of Tottenham was a virtual
'no go' area for the police.

What qualities or qualifications can any of Duggan’s family have that would enable them to usefully contribute to the formation or modification of armed police policy (other than some of them might be handy with a gun)?

What difference does the motivation of Duggan make to police tactics? They had an armed drug dealer to deal with. Why he became a drug dealer and why he chose to take up arms was of no relevance whatsoever to those officers in that situation? Imagine:
“Oh yes, sarge. We know he became a violent drug dealer because he comes from a deprived background and a fatherless upbringing. We know he chose to take a gun along with him because he did not fancy talking his way out of any situation in which he might find himself. So we won’t do the usual thing. We’ll invite him round to the nick for tea and biscuits instead” (Yes, ludicrous I know, but no more so than judge Cutler’s suggestion).
Families of burglars and rapists do not get invited to the nick to discuss tactics. So why should the family of a violent drug dealer? Whether or not their input is ignored is irrelevant. They should be given no such opportunity.
Hanging over all of this is the underlying threat of things kicking off if the local “community” does not get its own way. (Witness the disgraceful scenes inside and outside the court last week and the repeated threat of “no justice, no peace”). Judge Cutler’s handling of the inquest was somewhat lacking to say the least. Leaving aside the issue of his period of silence before the kick off, he allowed frequent heckling and intimidatory remarks being directed to witnesses to pass without sanction. In normal circumstances, even in a Magistrates' Court, the public gallery would have been cleared. This latest act of appeasement does nothing to enhance the dignity and integrity of justice. It simply goes to demonstrate that Judge Cutler needs his bumps felt.

What does not appear to have worked is people who haven't lived that life making decisions on behalf of a community - really what harm can it do to involve people in discussing these matters.
They will not decide what will be done or changed as a result, but will contribute to the conversation. I have not lived or worked in anything like that community and while I can make assumptions about the choices people make, good or bad, I don't know - and surely better solutions can only be reached by talking and listening to one another.
While I do not necessarily agree with it, what about Sarah's Law or Clare's Law - both of which came from talking to families about what could be changed and improved to avoid the same happening to other people?

Firstly it will provide them with a sense of self-aggrandisement that is absolutely unwarranted.
Secondly, and perhaps more importantly, I mentioned the underlying threatening behaviour of those unhappy with the results of the inquest. In all forms of justice one of the parties will be disappointed. Threats to take to the streets as a result of that disappointment should be met robustly. Inviting some of them to discuss police tactics is not quite robust enough in my view.
And in any case, there’s nothing to discuss.
