One of the world's great problems has been the complacency and prevaricating over the threat and spread of ISIS. A separate issue altogether granted but the principle remains the same. If world leaders are unable to form a coherent domestic and unified response to essential issues that affects us all then we are faced with an insidious threat. Not scaremongering and it is hardly surprising that those who are supposed to represent our best hopes and interests are bypassed.

Why then, did you use those two adjectives in your question?

With the spin that you've put on the question, the answer from me is 'yes'.
