"13. That’s the number of delayed ballots that the USPS ultimately found during its court-ordered sweeps Tuesday, the agency said in a court filing Wednesday. Three ballots were found in Johnstown, Pennsylvania, and 10 ballots were found in Lancaster, Pennsylvania, which were then ultimately directed to be delivered. While USPS service data shows low on-time delivery rates for completed ballots in many areas—and that 300,000 ballots
were scanned as entering USPS facilities but not leaving the facilities—those numbers are likely deceiving. The figures do not include ballots that were delivered directly to board of election offices and skipped the regular mail flow process, as many were, and many ballots may have been pulled from mail facilities without being scanned in order to actually speed up delivery."
